These terms describe different jobs, even though one company can perform more than one of them.
Payment gateway
A gateway is the technical path that helps a merchant initiate and process a payment through one or more payment methods or processors.
Payment service provider (PSP)
A PSP provides payment services to merchants under its licensed and commercial setup. Depending on the provider, that can include acquiring, wallet access, processing, settlement and related services.
Billing platform
A billing platform manages the commercial relationship around the payment: plans, invoices, due dates, recurring rules, payment state, recovery and customer account consequences.
Why merchants need the distinction
A gateway or PSP can successfully move money while the merchant still manages recurring invoices and recovery manually. A billing platform can manage invoices while relying on external PSPs to execute and settle payments.
The questions to ask
- Who creates the invoice?
- Who decides when money is due?
- Who actually processes the payment?
- Who holds or settles funds?
- Who decides whether to retry or remind?
- Who reconciles the transaction to the invoice?
Those answers matter more than the label a vendor uses for itself.
One vendor can occupy more than one layer
A PSP can expose gateway APIs and also provide settlement. A billing vendor can bundle payment acceptance through PSP partnerships. The labels overlap in the market, so buyers should ask what the product actually owns rather than rely on the category name.
A practical scenario
Suppose a gym uses a PSP to accept M-PESA. The PSP processes the payment and settles funds to the merchant. A billing platform can sit above that relationship to create monthly membership invoices, track attempts, stop reminders and reconcile provider evidence. Neither role has to replace the other.
Why the boundary matters for risk
If a software vendor says it does not hold funds, the merchant should still identify the licensed party that processes and settles the transaction. If the vendor claims billing capability, the merchant should ask whether invoice, recovery and reconciliation state remain available even if the underlying PSP changes.
